neighbor bitten in a dog fight?

My sister was walking our dog on a leash at Night on one side of the street. Our neighbor was coming in an opposite direction on the other side of the street walking her 3 dogs, they were on a leashed too. One of her dogs barked at my dog and pulled towards him, my neighbor gave her dogs some slack(since she uses those adjustable leashes) and one of them attacked my dog. My sister was trying to keep my dog safe from the other dogs and when my neighbor saw that her dog was attacking she got in the middle trying to gain control over her dogs….the case is that in the confusion she got bitten by one of her dogs(she had to be taken to the hospital). Now she is claiming that my dog bit her. Today I found a notice from the domestic animal service saying that they wanted to put my dog in a rabies quarantine. What should I do? I need some advise…please.

Explain to the animal services that it was her fault, she shouldn’t have been using an adjustable leash, she should not have allowed her own dog to pull her and anyone who has 3 dogs would know that you never ever get yourself into the middle of a dog fight.
