In the case of an adult adoption, do the records get sealed and a new birth certificate get issued?

Yes, the records are sealed. That’s how it was in the jurisdiction I adopted-back my son in. He could indicate on the form whether or not he wanted the records sealed. He indicated “yes” as then his former adopters could not access the records.

And yes, a new birth certificate was issued for him stating that I had given birth to him.

There was one highly obnoxious part of the process. As it was only me adopting back my adult son (not his father), the form for the new birth certificate stated that I MUST list the father as “Unknown” (which of course directly implies promiscuity). I refused to write this in and left it blank.

I am certain that the decision to seal or not seal lies directly in the hands of adoptive parents, for minors. They could say “no.” It has nothing to do with “privacy” for natural parents as our records, our names are not protected. The files get sealed only when the adoption takes place, which can be several months even after the surrender. Before that time, our records (as in our child’s original birth records) are open for adoptive parents to look at and share with others, especially because in some places they require the original birth record to apply for various services and registrations. Privacy is a myth.
