Medical question re mouth sore in elderly?

An 81-yr old female relative has slightly reddened, raised whelps on the inside of her bottom lip. She’s had a biopsy by a specialist, had treatment for dry mouth by dentist, but they don’t know what it is. She says it is very painful, and doctors won’t give her any pain medicine, tho she is in good health otherwise, and has never had a problem with abusing meds or taking paid meds in past. They give no reason for not giving something to relieve her pain. She was an active woman, never sickly. Has taken to her bed. Very unusual for her. Family has no explanation for it except she says it is so painful, no relief, worried about it. What are some possibilities?! Have looked on Google, but not found it yet. She has dentures, but this isn’t just irritation from that.
