electrics question, voltage changer?

hello.
ok i have an electric scooter and it has a twist throttle. there are red green and yellow wires coming from it. i was wondering if i could connect it to a battery to change the voltage, and use it to accelerate other electronic motors. how should i wire it to the battery?
