Does headliner material have to be foam backed?

I am reupholstering my headliner (it is sagging a little bit) and I was wondering if the material has to be foam backed? And if so, why? And if not, why does the factory use foam backed material?

it is a sound deadener.no you dont have to use foam backed material.
