How I can start my own charity to help people in China?

I am a U.S. citizen currently living in South Korea as a teacher English and I heard a heartbreaking story about how children die in China provicne Huenmanying U.S. in the early stages carcinogens in the local river. The government does nothing to clean up the river and this region is part of China that are not as modern cities like Shanghai and Beijing, so there is no electricity in this city. What I do bottled water is to send financial assistance to help these families. In addition, families are so poor they have to sell their children to adoption agencies even worse, to sell his daughters into the sex slave and do not want that to happen. So my question: How I can start my own charity to help families in China, despite working in South Korea? I can speak a little Chinese, but it helps. Does the Chinese government to foreign organizations, non-profit to help his people? I need advice here.
