do industrial sewing machines (and others)run off a fan belt system from a seperate motor?

It’s not a fan belt, it’s drive belt. Domestic machines have the motor and belt concealed in the unit; but they still use a motor and drive belt. For an industrial the motor is much larger, mounted to the table and controlled with a clutch/pulley system that controls the speed of the machine for extra slow to very fast. and when the pedal is pressed toward the operator, stop it instantly. There are few direct drive machines, a few upholstery, saddle maker’s and auto seat machines.
