Insoles Neutral Heel

Has anyone run or something that will help the pain I feel this problem foot. I already use a pair of soles and / boot to sleep in my foot that maintains a neutral position. The pain is in the arch and heel I want to stay away from surgery.
One of the best exercises I've done so may extend from the cold pop. Place a cold can of soda in the arch of your foot and then roll heel to toe. The cold will help w / inflammation and financial aid to stretch the tendon. Hope this helps some.
