Dual Video Card Help?

Is there a way to set up two video cards showing three screens when a card is working in a PCI Express 2.0 x16 port and the other is running on a PCI core, I have two screens and an LCD TV and I'm bad VGA plug and unplug when you want to change the display TV and want to have all three at the same time (9800 Monitors and TV on the basis NVIDIA PCI 5500). When I connect to the two letters in it automatically starts from 5500 I do not know how to fix it if the 9800 is the default map and the 5500 shows only the TV picture. Please help thanks
