If you can get your local newspaper concerned, may be enough public curiosity / outrage that the Council consider further. If the problems (in particular the misuse or misappropriation funds) can be supported by an audit, this guy has disappeared and could face criminal charges. This seems somewhat similar to the problems here in Delaware regarding State Psychiatric Hospital, and the newspaper got involved and made excavations.
