What kind of doctor can effectively treat neck / back problems?

I was in a serious car accident 10 years ago and focused chronic inflammation of the connective tissue and spinal arthritis for almost a year after the accident. Even if I work for so and still stay I have pain in my neck and back. I've been to orthopedic spine specialists and other traditional doctors who say there's really nothing they can do. Earlier five months, I decided to try a doctorate of osteopathy. Even after 5 months of treatment – the manipulation, myofascial release, prolotherapy – there is absolutely no change. Still try not to say a few more sessions. Frankly, I'm tired of wasting money on treatments that do not work – mainly because my pain is usually not catastrophic, just very annoying. And – this doctor could not give me the numbers on the effectiveness of treatment. I'm only 30 years, and the idea of having to live with it is not pleasant. Suggestions?
