Why so many fluctuations in blood sugar?

I checked my blood sugar right after waking up was 203. Then after 40-45 minutes I checked again and the reading was 135. Do not exercise or eat anything within 40-45 minutes. I need to know Why is there so much fluctuation between the two readings? Doctors I Optium Xceed blood glucose meters.

Normal glucose-Results: Before meals: 90-130 mg per deciliter (mg / dL) after meals: less than 180 mg / dL. blood glucose is controlled by exercise, food and medicine. You obviously have higher levels of blood glucose in the morning. The body control blood sugar by producing insulin, the conversion of glucose into glycogen or glucose excretion in urine. If blood sugar is over 180 g, then the glucose will be eliminated in the urine as a result of lower blood glucose.
