Do you have valid driver's license to operate farm Liscense battery scooter in public?

I'm disabled and can not standing at the end of the street without my cane. I live in town and hopes to obtain a mobility scooter for disabled people to go to the library, McDonalds, etc, since only about 2-3 blocks from my house. There are over 5.7 miles per hour and are mounted on the sidewalk or side of the road. Vehichles road are not considered. I'm living in Tennessee and really need an answer to this question. Anybody out there happen to know the laws about this? I looked everywhere, including TN.gov. Thanks for any help.
