Puppy Pad

My dog will pee on the floor right next to his puppy pad…….?
I’m having problems with my 13 week old puppy. I will take him out of his crate in the morning and put him on his puppy pad. He won’t pee and tries to jump on me to be cuddled and pet….. after about 3 mins. of trying to get him to stay on his puppy pad and pee, I’ll finally let him off and then he’ll pee on the floor.
I’m at my wits end. He does this all the time now, He’ll also pee on the floor around his puppy pad instead of on it.
Please help. I’m at my wits end and have no idea how to solve this massive problem. He doesn’t have anything medically wrong with him and he was perfectly trained for the first 10 weeks of his life.
My dog is a male and I live in an apt building in a very large city, so there are no grassy patches close to my area that I can run him to.
The puppy pads are all I have for him to eliminate on. I hope to eventually have him go in a kitty litter box. He’s a very small chihuahua (not quite 3 lbs.).
This isn’t a massive problem. Life will go on as you know it.
If you put the peepad into a box that he has to climb into to use it, he won’t miss. Use a cat litter tray or a cardboard box with the side cut down for him to step into.
