Is it illegal to sell an opened bottle of vitamins?

I recently bought a bottle of vitamins off of ebay. The guy told me they were not opened but they are. I e-mailed him but I wanted to know if it is illegal or not to sell vitamins if the safety seal is broken.

It is stupid to buy one.
