Is it legal to drive a scooter on public roads?

My mother likes to walk in the store. As she goes with the flow of traffic, is legal?

A scooter rider and a person riding a power wheelchair is a pedestrian, and legally can be installed anywhere a pedestrian is allowed to walk. This means that there is a traffic lane, a pedestrian. There are places and situations in which a pedestrian must cross or be in a traffic lane, but such situations occur when crossing a road, or sidewalk if the normal route is inaccessible. In both cases, President rider must take the same precautions as a pedestrian, as cross only at intersections or crosswalks, driving along the road facing traffic and to exercise all the same caution as a pedestrian. This means that these bikes should not use the rails, tracks or part of the road reserved for motor vehicles. The purpose of these scooters and chairs for people like your mother to go to the store the cinema or visiting friends. But I offer the same advice I give to cyclists. Not behave as a vehicle for a moment, and a pedestrian the next. The drivers can not know what to expect when this happens and is one of the main reasons people die.
