Can a new home with a first floor bathroom have a door on the shower stall and be ADA compliant?

New condominium with full bath (shower) on first floor and full bath (bathtub) on second floor.
This is in Montgomery Co, Maryland.
Bathroom has sink , toilet, and shower.
