How do you measure chest size for women?

I do not mean bra size here how do you measure your chest size as I bought something that said size 6 and was 30 inch chest but I dont think this is correct and the seller has mis read what is meant by chest size as the item is clearly not a size 6 its too small and is actually for a child I think.

the chest is measured around the fullest part of your torso. it is one of the two measurements used for measuring bras actually. 30 inch chest measurement would a XXS or a size 00 according to most women’s clothing stores.
