Ok all you painters spray Pro! powder coated by the pool needs a change of color?

We are renovating a pool and we would like change the color of the pool fence. One might imagine that the steel fences painted "10 years" and has some rust starts to form. Can anyone tell me if I have to use a particular type of solvent to remove rust first, so you may need an etching primer or something. If someone had done this before, or for life? any information would be appreciated. Cheers Marty Down Under

Clean with a product called "ospho", then paint with an oil painting based off of good .. If you use latex paint must first anyway .. with a base paint and the arrival harvestmen ..
