How I can fix a tub faucet shower converter?

I have an old bath in my apt than men transferred maintence a shower. The fact is that they do in which you can use a handheld shower head that connects to a small hole in the faucet. For some reason the water should be in explosion almost full to get enough pressure for the shower to work and believe me, the problem is not tap water pressure. However, the shower is out of the water and water continues to flow from the faucet while the shower is on. Where to get a new hand shower or is there some kind of inner seal that will not stop the water coming the tap? Yes Please, support, maintenance men continue to avoid the situation! Thanks!

What they did was a shortcut. Well you can test to see if your shower head by removing the pipe from the shower to see if the pressure is higher in the tube and there is less cross the nose the bathroom. If left unchanged, the best thing to do is put a bypass valve in the bathroom right. Send me an email with more details and I will help with advice.
