Underwear Diapers

My son's underwear is like a cape. What should I do? ?
My son is one and a half three earned formed. Is naked under his pants. I tried to put underwear on him, but seems to regard them as a layer, and use it as such. Any suggestions on what to do?
Buy a whole loose boxer shorts and call them "short." I do not think that can compare with a layer.
