Is it possible to break or tear a vein in the back of the neck and the blood flowing in your arms?

My mother, 86, said he ducked tie his shoes, he heard a rustling in the back of his neck. He had pain and blood flowed in his left arm. His arm vein was too. She said in person at the time of color and bruising and the pain lasted for a while. Never heard of it or anything. Any info would be appreciated.
