Is it rude to walk past someone in a wheelchair or an elderly person, if they are too slow?

Suppose you are in the supermarket and slooooooowly someone putzing along in one of those motorized wheelchairs. You prefer not to be the shop all afternoon. Is it rude to walk in this person? Or if you're in a parking lot and is behind a slow? I'm not worried when someone walks around me, but I am also very healthy.

Suffice it to say clearly, politely, "Excuse me." And pass. Make sure you have no irritation, or vice versa.
