Wheelchair Ramps

The cost of building a wheelchair ramp for tax deductible if I am renting the house?
My wife and I paid our own money to add a ramp to a house we rented. I am sure that this cost would be deductible if the house had, but I'm not clear on what our situation with the tenants. Is clearly shown in somewhere?
While this is not really related to this issue, the owners may only include capital improvements for medical reasons (Eg a ramp) in medical expenses as the cost of the improvement than increasing the value of their homes due to the improvement.
