Wheelchair Scooter Mobility

When a person in a wheelchair or mobility scooter is drunk, is what counts as drinking and driving?
This is not the intention to be offensive, I'm just curious as my friend is in a wheelchair and told me it was.
Any power driven machine if a scooter, scooter, motorcycle, automobile, etc. I think under the law of motor vehicles, he still has that driving under the influence.
